Warren Mitchell, Chairman

Warren Mitchell was elected Chairman of the Board of The Energy Coalition in October 2008. He is the retired Chairman of the Board of Southern California Gas Company and San Diego Gas and Electric Company. He is also Chairman of the Board of Clean Energy Fuels Corporation and a Board member of the Fullerton College Foundation and Pegasus Solutions, Inc.

Craig Perkins, President & Executive Director

Craig Perkins has served as Executive Director of The Energy Coalition since March 2008. He was previously Director of Environmental & Public Works Management for the City of Santa Monica where he was in charge of the Sustainable City Plan, Solar Santa Monica, construction and maintenance of City buildings and infrastructure, alternative fuel vehicle policies, and management of the water, sewer, solid waste and storm-water enterprises.

Allison Hart, Senior Policy Advisor

Allison Hart has over twenty years of experience in public sector and non-profit management, and has consulted with numerous public, private and non-profit organizations in management development, strategic business planning and energy planning. She was the City Manager of Irvine, California and during her tenure served as the President of the statewide California League of Cities City Manager’s Department. She holds a Ph.D. in Public Administration from USC.

Michael Brown

Michael Brown has worked in environmental management for nearly 25 years.  Currently a partner at Brown and Wilmanns Environmental LLC, he provides strategic and technical consulting to improve environmental performance in various industries.  Previously, Brown directed the Environmental Assessment Program at Patagonia Inc. and prior to that he oversaw environmental programs for the State of Massachusetts and the City of Irvine.  In addition to his current consulting, he is the case-studies editor for the Journal of Industrial Ecology.  He holds a M.R.P. and a Ph.D. in environmental health from Cornell University.

Todd Campbell

Todd Campbell is the Vice President of Public Policy and Regulatory Affairs for Clean Energy Fuels, North America’s leader in clean transportation technology. Prior to his position at Clean Energy Fuels, he served as the Policy and Science Director for the Coalition for Clean-Air, a not-for-profit dedicated to restoring clean air for California. In addition to Campbell’s environmental and transportation expertise, he was elected to the Burbank City Council in 2003 and finished his first term of office as Mayor. He holds a Masters in Environmental Management from Yale University and a Masters in Public Policy from USC. He also currently serves on the Board of Directors for the Coalition for Clean-Air and the Green Advisory Board for the California League of Conservation Voters.


Gwen Gross

Gwen Gross is the retired Superintendent of Irvine Unified School District.  Gross also served as superintendent in Manhattan Beach Unified School District, Beverly Hills Unified, Ojai Unified, and at the then one-school Hermosa Beach City School District. In addition to her years as a superintendent, she has been an elementary and middle grades teacher, principal, director of operations, and faculty member at universities in the Midwest and on the West Coast. She was named as one of the “Top 100 Educators in North America” and was honored as the “2005 Superintendent of the Year” by Pepperdine University.

Robert Keegan

Robert Keegan is the Managing Partner of Keegan, Werlin & Pabian, LLP. He specializes in Energy, Regulatory, and Public Utility Law. Before entering private law practice in 1988, Mr. Keegan was a Commissioner for two terms at the Massachusetts Department of Public Utilities from 1983–1988 and prior to that he was Deputy Regional Counsel at the U.S. Dept. of Energy. He is also a member of the Board of Directors of the Northeast Gas Association and former President and current Treasurer of the Society of Gas Lighting.

Mike Ward

Mike Ward was the Mayor of Irvine from 1992 to 1996 and a City of Irvine Council member from 1996 to 2004. He was also the Chairman of the Board of the Orange County Transportation Authority, the Orange County Fire Authority and the Transportation Corridor Authority.
